After watching a Scud missile attack in Israel earlier in the week, Rep. Wayne Owens, D-Utah, said Friday from Cairo, Egypt, that Saddam Hussein is "devoid of any integrity."
Owens, who is on a fact-finding trip for the House Foreign Affairs and Intelligence committees, also said Saddam's offer Friday to withdraw from Kuwait - if numerous conditions are met - has little worth."We should be cautious of offers with conditions. Here, Saddam Hussein is revisiting demands that were not acceptable to the allies before the fighting started, and certainly aren't acceptable now," Owens said.
But he found one bright spot. "It is encouraging that Baghdad broached the issue of withdrawal for the first time since the war began, and this may indicate some movement in the right direction."
Owens, however, said he is skeptical of anything Saddam says. Owens planned to meet with Egyptian President Hosni Mubarak on Saturday and plans to meet with Jordan King Hussein in Amman on Sunday.
