Within hours of the 10th Iraqi Scud missile attack on Israel in 17 days, New York Mayor David Dinkins began a solidarity mission Sunday and was issued a gas mask in case chemical weapons were used against the Jewish state.

Meanwhile, a Jerusalem district judge ruled there was sufficient evidence to keep prominent Palestinian activist Sari Nusseibeh in administrative detention but recommended the sentence be reduced to three months. Military authorities said they would comply with the civilian judge's request if the Persian Gulf war was over by then.In another development, at the urging of Prime Minister Yitzhak Shamir, the cabinet voted to allow an extreme right-wing member of the Knesset, or Parliament, into the ruling coalition.

Dinkins, leading a delegation which included Rep. Charles Rangel, D-N.Y., praised Israel for not responding to the Iraqi Scud missile attacks that began Jan. 18.
