The Senate Thursday praised Israel for its courage in the face of Scud missile attacks and denounced Iraq's treatment of allied prisoners of war. Both resolutions passed 99-0.

The resolution on Israel expressed U.S. sympathy for the "loss of life, casualties and destruction" caused by the missile attacks. It also recognized Israel's right to self-defense and commended the Jewish state's restraint in not launching retaliatory raids.The other resolution demanded that Iraq abide by the Geneva Conventions on the treatment of POWs.

Sen. John McCain, R-Ariz., a POW during the Vietnam War, warned Saddam Hussein "and his henchmen" they could face prosecution as war criminals if they violated international rules governing the treatment of prisoners.
