An abortion foe acknowledged going too far in seeking voter approval of a city charter amendment declaring that "human life begins at conception."

The measure failed Saturday in this heavily Roman Catholic city by 62 percent to 38 percent, or 18,487 votes to 10,775 votes. About 24 percent of the city's registered voters cast ballots.The defeat will serve as a "laboratory test" for the anti-abortion movement, said Bill Price, president of the 100,000-member Texans United for Life.
