Fabio Ochoa, a drug lord who surrendered to Colombian authorities last month, appealed to the government Saturday not to extradite traffickers who surrendered for any reason.

Ochoa's surrender Dec. 18 was the biggest success for President Cesar Gaviria's policy of waiving extradition to the United States and cutting jail terms for traffickers who surrender and confess.Colombia has pledged not to extradite traffickers who surrender for crimes committed before Sept. 5, the date of its offer.
