Gov. Pete Wilson declared an emergency in 17 counties Friday as new figures showed the numbing pre-Christmas freeze destroyed nearly two-thirds of this season's California navel oranges.

Meanwhile, officials confirmed previous reports that crop losses statewide exceed $700 million, using county figures submitted to the state Office of Emergency Services.That report put the total at $782 million, but it appeared to be $55 million too high because of a state error in Tulare County's total.
