Syed Bukhari, a Pakistani who spent 13 years in Saudi Arabia before moving to Texas, prepares to lower the price of gasoline at his store in Dickinson to 99 cents per gallon. Bukhari has put his price at 1 cent above wholesale to send a message that he, unlike many gasoline retailers throughout the country, will not use tensions in the Mideast as an excuse to gouge consumers. The wait for gas has been about 45 minutes since Bukhari began posting the low prices.
