Todor Zhivkov, the former president of Bulgaria and head of the Communist Party, has been indicted on charges of embezzlement, published reports said Wednesday.

Zhivkov, who was ousted by reform-minded communists last year, was charged with misappropriating about $3.5 million in Bulgarian currency between 1962 and 1989. Zhivkov's aide, Milko Balev, also was charged with embezzlement.
