The commander of security forces in the capital warned left-wing and right-wing rebels Saturday against exploiting a general strike called by militant trade unions next week to protest a major increase in oil prices.

Maj. Gen. Rodolfo Biazon, chief of the National Capital Region Defense Command, said special operating units of the armed forces plan to thwart any attempts by extremist groups to use the strike Monday to destabilize the government.Hours after Biazon made the warning, mutinous soldiers issued a statement asking President Corazon Aquino to cut oil prices and cautioning military and police forces not to use violence.
