Talks between the United States and the Philippines on American bases appeared Tuesday to have hit their first stumbling block, with Manila insisting on applying its own laws to U.S. troops in the country.

U.S. chief negotiator Richard Armitage and Philippine Foreign Secretary Raul Manglapus met to smooth out the dispute, but spokesmen for both sides said they had no word on the outcome of their talks.Armitage arrived earlier Tuesday for the third round of formal talks between the two countries starting Wednesday.
