A man who drove to a state police station in Danville, W.Va., to apply for a license instead found himself charged with drunken driving, police said.

Jerry D. Hager of Jeffrey wanted to exchange his out-of-state driver's license for a West Virginia license, police said.He expected tests in vision and driving rules when he got to the station in Madison. Instead, he was given field sobriety tests.

"It was obvious he was drunk when he walked up to the counter," said Trooper E.K. Harper.
