Sen. Jake Garn R-Utah, said Wednesday he is terribly disappointed about a court decision in Japan that fined the Toshiba Co. $16,000 and gave company officials suspended jail sentences for selling high-technology machines to the Soviet Union.

The machines have given the Soviets the ability to make super-quiet propellers that make their submarines hard to detect."The punishment has amounted to nothing more than a slap on the wrist with a wet noodle," Garn said.

He said he intends to press forward with stiff U.S. sanctions against Toshiba.

"We need to go much further in sending a message around the world that if you violate export control laws you will be punished."
