The government is cracking down on uncleanliness, ordering people who litter to undergo counseling and fining people who don't flush after using public toilets.

A fine of $17 (U.S.) will be introduced from Dec. 1 for those who neglect to flush, the Environment Ministry said. Incorribile non-flushers may have to pay as much as $588 for three or more offenses.The ministry said littering was getting worse despite fines of up to $588.

Counseling for litterers is to consist of a 15-minute pep talk in which the culprit will be told how such an antisocial act can harm the environment.
