Rear Adm. Eugene J. Carroll Jr., deputy director of the Center for Defense Information, will present a lecture titled "New World - Same Old Arms Race" on Thursday, Nov. 29, at the University of Utah.

Carroll will speak twice on the need for rational military programs to meet the long-term national security interests of the United States. The first address will be at the Hinckley Institute of Politics' "Coffee and Politics," at 9:55 a.m. in room 250, Orson Spencer Hall. Carroll will also speak at the Associated Students' "Challenge Lecture," at noon in the Union Main Ballroom.Carroll is a former director of military operations for all U.S. forces in Europe and the Middle East.
