"There will be no Dukakis hit list," Rep. Wayne Owens, D-Utah, said Tuesday in Washington. Owens spent three hours with Gov. Michael Dukakis and Colorado Gov. Roy Romer in Denver last weekend discussing water issues.

Dukakis said at the session that "we have to be very, very careful about proposals to divert water" from one part of the country to another, but Owens said he was speaking of the Great Lakes at the time.The Democratic presidential candidate, and western Democrats who met with him, agreed that former President Carter's "hit list" of water projects, announced less than a month after the 1976 election, was stupid, Owens said.
