The Soviet military, complying with the superpower treaty banning medium-range missiles, has begun dismantling transports and launchers for the weapons at a base in the Ukraine, the Tass news agency reported.

Tass said Monday that U.S. observers were on hand to look over the equipment. The first batch of four missiles, known as SS-20s in the West, was blown up Aug. 1 at a test range in the Central Asian republic of Kazakhstan.
