David C. O'Neal, an Interior Department official who earlier this year defended a controversial sale of federal coal land in Wyoming, will address a forum on natural resources tonight and Friday at the governor's Forum on Natural Resources.

He will speak from 6 to 7:30 p.m. tonight at the Marriott Hotel. Gov. Norm Bangerter is scheduled to give the keynote address.Another highlight of the meeting is a panel discussion featuring the entire present membership of the U.S. House of Representatives from Utah: the recently re-elected Reps. Jim Hansen, R-Utah, and Wayne Owens, D-Utah, and Rep. Howard C. Nielson, R-Utah, who declined to run for another term.
