The independent Electoral Council has barred 10 of the 26 declared candidates from running for president, including two men who were key members of the Duvalier regime.

The council released a statement late Monday saying the 10 failed to comply with filing procedures.In anticipation of the council action and possible retaliation by Duvalier supporters, Haitians jammed stores Monday night to stock up on supplies. No incidents were reported immediately.

The 29-year Duvalier dictatorship ended in 1986 when Jean-Claude Duvalier went into exile, but Haiti has been wracked by turmoil since then.
