Prime Minister V.P. Singh, expected to lose a parliamentary vote of confidence on Wednesday, moved Tuesday to try to keep his chief rival from taking over the government.

The no-confidence vote follows Hindu-Moslem riots which killed at least 360 people in two weeks.The issue - Moslem possession of a site Hindus claim as the birthplace of an important Hindu god - prompted the desertion of right-wing Hindu party from the Singh's coalition and set off the political crisis.
