President Corazon Aquino said Tuesday she will not seek re-election in June 1992.

"No, I'm not," Aquino snapped when asked during a news conference with foreign reporters if she would run again at the end of her six-year term.A presidential fact-finding panel that looked into a series of coup attempts reported earlier this month one of the causes of political instability in the republic was Aquino's failure to state categorically her political plans.

Aquino also rejected proposals by the political opposition for amnesty for leaders of recent coup attempts and said any amnesty must be based on justice.

However, she said she was willing to consider clemency for those who were "hoodwinked" into joining the rebellions.

Aquino also said she favored a new relationship with the United States that would not only focus on its military presence in the country but other aspects as well.
