About 500 scientists from some 100 nations began work Monday on guidelines to halt and reverse global warming that threatens to suffocate the Earth and cause the oceans to spill over.

Convened 11 years after a first meeting, the 2nd World Climate Conference will adopt a declaration Nov. 7 to serve as the basis for negotiations in Washington starting Feb. 4 on a climate change treaty.The declaration to be adopted by ministers and even some government leaders Nov. 7 will among other things call for an initial stabilization and then reductions in the use of energy, organizers said.

The projected follow-up treaty in turn will go to a 1992 U.N. environment conference in Rio de Janeiro for incorporation into an international convention.
