South African leader Nelson Mandela shakes hands with Japanese Prime Minister Toshiki Kaifu at Kaifu's Tokyo residence. Mandela is on a six-day visit to Japan to seek support for the anti-apartheid movement. Kaifu, however, has rejected a request for $25 million in aid to the African National Congress but offered funds for South African grass-roots groups. Mandela wanted the money to help 20,000 political prisoners due to be released soon. Kaifu said Japan can't grant the ANC aid because it doesn't give assistance to political parties. Mandela expressed disappointment, saying other countries in Asia, Europe and North America have made pledges to the ANC, the Kyodo News Service reported.
