Troops arrested nine suspected communist rebel leaders believed to have directed the bombing and burning incidents in the capital in support of a two-day general strike, officials said Saturday.

Col. Agerico Cagaoan, chief of the Constabulary Security Group, said the suspects, described as members of the communist New Peoples Army's national operations commission, were arrested in raids on six rebel safehouses in the capital Friday.Two of the guerrilla safehouses were located just two blocks from the armed forces headquarters in suburban Quezon City, Cagaoan said.
