The government is protesting a U.S. decision to embargo Mexican tuna and says the restriction could complicate the two countries' move toward a free trade agreement.

The United States advised Mexico on Monday that it was forced to halt Mexican tuna imports because of a finding by a California court that Mexico's tuna fishermen kill too many dolphins.Fisheries Secretary Maria de Los Angeles Moreno called the embargo "exaggerated" and said it constitutes a "non-tax trade barrier" that could complicate trade talks between Presidents Bush and Carlos Salinas de Gortari next month.
