State licensing regulators have issued separate petitions requesting cease-and-desist orders against an electrician and landscaper accused of contracting without a license.

According to a petition issued by the Division of Occupational and Professional Licensing, Kipp Cole Morris and K.C. Electrical performed electrical contracting work, obtained permits using the name of another contractor, hired unlicensed electricians, and issued pay checks without withholding taxes. The division accused Morris of eight counts of unprofessional conduct. In addition to the cease-and-desist order, the state has also requested a fine up to $1,000 for each offense.

In another petition, the division accused Gerry Lee Olsen, doing business as Olsen Landscape and Sprinkler Service, of advertising that he is a licensed contractor when he isn't.

Olsen submitted bids on two projects and was paid more than $4,000 for each job, the petition said. State law requires a license to do more than $500 worth of construction work.

State regulators have requested Olsen be restrained from engaging in construction trade and be fined up to $1,000 for the first offense and $2,000 for each succeeding offense and each day of unlicensed practice.
