A former street person and the mother of a mentally ill child have been named winners of the 1990 Lucy Beth Rampton Award from the State Division of Mental Health.

Phyllis Learned, a mental-health consumer who once lived as a "bag lady," and Carol Braegger, a Cache Valley teacher, received the award for their work to help erase the stigma of mental illness.Also receiving awards at the group's annual media awards luncheon Tuesday were Deseret News staff writer Elaine Jarvik; Salt Lake Tribune editorial writer Diane Cole; the Sun Advocate in Price; Michelle Hanks of KSL's Focus; KUSU radio at Utah State University; and Robert Walls of KSL.
