Arlen B. Crouch, a former first vice president and regional director for Merrill Lynch Pierce Fenner & Smith, has been elected president and chief operating officer of the Franklin International Institute, 2640 S. Decker Lake Boulevard.

Crouch managed the Utah operation of Merrill Lynch for eight years before moving to California, where he has been working for 27 years, according to Hyrum Smith, chairman of Franklin's board of directors. Crouch has been a member of Franklin's board of directors since 1985.Smith said Crouch isn't new to the Franklin system of training and productivity. While working for Merrill Lynch, Crouch hired Smith to teach 1,100 brokers the principles of planning and time management.

Crouch will be taking over a company that recently completed a new office building, a new warehouse and distribution center. The institute teaches time management seminars and produces the Franklin Day Planner and a full line of accessories.
