Morris E. Neilson, Salt Lake City, and Judy A. Scott, Green River, have claimed the annual outstanding public employee awards from the Utah Public Employees' Association.

Neilson is chief of operations at the 3rd District Juvenile Court.His nominator, Helen O'Connor, called him "irreplaceable." She said Neilson is "a walking encyclopedia of necessary court procedures. All of the staff, including the judges, rely extensively on his knowledge and expertise on procedural matters . . . and how those procedures relate to the computer system."

Scott is a construction technician III with the Utah Department of Transportation. And like a local bank, she "always gives 110 percent," said Ned Trauntvein, her co-worker and nominator.

Trauntvein said Scott is willing to work late, come early, spend her holidays on the job.
