Clearing the air Smog - which partly obscured the Los Angeles skyline in 1989 - may not be so thick in California in the coming years. The California Air Resources Board voted 8-0 Friday to adopt a sweeping plan to reduce vehicle emissions. The program will require carmakers to start selling progressively cleaner cars beginning in 1994. The plan also calls for 10 percent of all new cars to be electric by the year 2003.
