Lawmakers told Energy Secretary James Watkins they would move quickly to allow him to triple, to 15 million barrels, a test oil sale from the reserve. Watkins said the oil price will keep rising if Iraq's Saddam Hussein keeps talking about war, despite President Bush's decision to sell only 5 million barrels of oil from the stockpile.
