A City Council committee Wednesday approved an ordinance that would set up "no-cruising zones" throughout the city and fine motorists who pass through the established areas three times in a four-hour period.

The Committee on Traffic Control and Safety unanimously passed the ordinance, which is expected to go before the full council next Wednesday. The proposal, however, met with immediate opposition from the state chapter of the American Civil Liberties Union."The whole thing is fraught with problems, including the right to travel," said ACLU Executive Director Jay Miller. "I don't think you can make laws like that and I don't think you can enforce it. It's clearly unconstitutional."
