The director of the Utah Division of Administrative Rules has been elected executive secretary of the national Administrative Codes and Registers organization.

William S. Callaghan will serve a two-year term through July 1992 as the leader of the organization of state and federal administrative rules professionals.Utah joined the national organization in 1985, shortly after Callaghan became Utah's Administrative Rules coordinator. Since then, Utah has updated its rulemaking statutes and published its first Administrative Code.
