Victor A. Hurtado, Holladay, has been elected second vice president of the Utah Public Employees' Association and will lead the 8,500-member group during the 1992-93 year.
Hurtado was elected second vice president at the group's General Council. He said the group will be the greatest protector of government-employee rights and benefits during the next decade.Hurtado, a management information system employee for Salt Lake County, credited his election to the visits he made to scores of government work sites, which provided insights into the inequities perpetuated by the government system.
He is a native of Peru and has been an association member since 1975.
DeMar "Bud" Bowman, a Utah Highway Patrol officer from Cedar City, stepped down as president of the group, and First Vice President Dannie R. McConkie, Bountiful, moved into the president's chair. Terry Schow, Ogden, Office of Recovery Services, will move from second vice president to first.
