Rep. Wayne Owens says the "unresolved last-minute opposition" to his version of a Central Utah Project funding bill is a "genuine threat to getting the legislation through Congress this or any year."

Sen. Jake Garn, Rep. Howard Nielson, both R-Utah, and public power groups have opposed provisions of the bill that Owens pushed through the House Water and Power Subcommittee Thursday.Interior Committee Chairman Morris K. Udall, also expressing reservations over Owens' bill, warned that he will not schedule the CUP measure for full committee consideration until there is consensus on it among Utah's delegation.

Owens, who called Thursday's subcommittee action "a major victory," described the opposition as coming from "but one member of Utah's congressional delegation (Nielson) and a small number of special interest groups."
