Salt Lake City's Fort Douglas is not on any official list of military bases to be closed.

But almost everyone expects it will be, once the base closing commission makes a planned study of facilities that could be eliminated. The House passed legislation this week to set up the commission, following earlier Senate action.

Utah's congressional delegation has opposed the idea, and Sen. Orrin Hatch, R-Utah, has set in motion a plan he hopes would shift an Army transportation operation to Utah from St. Louis to keep Fort Douglas going.

Rep. Wayne Owens, D-Utah, said Thursday he voted for the base-closing commission, confident that Fort Douglas would be vindicated in an analysis of the costs of closing it or keeping it open.
