A disabled veteran charged with attacking a girl on a downtown street last week faces a hearing next week in 3rd Circuit Court.

Jeffery Allen Frahm, 30, also known as Roscoe A. Smith, appeared in court Monday on a second-degree felony charge of forcible sexual abuse.

Frahm is accused of attacking a 14-year-old girl who was walking east near 150 E. First South about 10:15 p.m. last Wednesday.

According to a criminal complaint, Frahm told her he wanted her to go home with him. She refused and he began attacking her sexually, saying "he was going to know her carnally and then dismember her body," the criminal complaint says.

The girl screamed and was aided by a passer-by and firefighters stationed across the street from the scene of the attack. The witnesses caught Frahm and held him until police arrived, police reports say.
