Is this supposed to be a sequel to the first one? Why isn't it called "Incredible Hulk 2" or something?

I've heard they're starting the Avengers or whatever it's called. If you stay after the credits of Ironman it kinda starts it all. Ironman is supposed to have a role in this movie... but that's just what I've heard.
