I'm sure Utah and every other recipient will find creative ways to fritter
away every last cent on something stupid. If you want to reduce air pollution,
drive less and quit building so many freeways and promoting so much growth,
otherwise quit with the belly aching because the mountains are here to stay.
This is a multi-billion dollar problem on the Wasatch Front. Unfortunately,
getting another several million dollars won't solve it. There are people.
In a valley. Surrounded by mountains. The pollution isn't going away. Move
east, move west, move north or south. Save yourselves! :) The air is much
cleaner outside of the Wasatch Front.
