I'm confused.
In the third paragraph "if residents choose to use......"

So does that mean there WILL be a choice to connect or not?

The article on KSL made me believe there would be no choice as to whether we ALL have to pay $20.00 per month. IOW - WILL we have to pay $20.0 per month whether we use it or not?

I only know that MANY of the cities have decided not to "throw good money after bad" and got out when the going was good.

Somebody clear it up for me - PLEASE!

You can choose to connect or not. They will still bill you for a connection fee whether you use it or not.
This is why government even at the city level needs to get back to basics fire and police protection and stay out of areas that businesses do a better job.
I know the services are popular but the cost especially to those of us who don't use them is too much. I don't golf but my taxes subsidise golf courses, I don't use the city rec center but my taxes subsidize it, etc etc etc.
I hope the new mayor will reign in our city manager who is very happy to spend our hard earned money
