I worked for 14 years for a Federal agency as an in-house contractor. During that time, I was allowed to work a flexible schedule, within some limits. I could work an extra half-hour one day if I knew the next day I had to leave a half-hour early for an appointment. I could rearrange my work schedule to meet family and other obligations, with supervisor approval.

I am now a Federal employee for the same agency. My tour of duty is listed as "flexible schedule". That is a complete misnomer, as there is nothing flexible about my schedule. If I have to leave half an hour early for an appointment, I do not have the option of working extra another day to make it up - I have to use leave. This is not the norm for all Federal agencies, but is one of many things here that are making me want to change agencies. That flexibility is important to me, important enough to make a change.
