These things are kind of insidious; instead of a business owner putting in a free wifi for customers, comcast or some other outfit comes in and puts it in at no cost to the business. The business then has 'free' wifi but from a user perspective...no.

"There are also Xfinity WiFi Business Hotspots for which most Comcast Business Internet customers are eligible. Those customers — such as restaurants, retailers and offices — receive a hotspot for no additional charge when they order service in order to provide a Wi-Fi for their patrons."

And soon Comcast will charge ALL CUSTOMERS $2 per month for hot-spot access, whether you use it, or want it, or not. Just another way to increase monthly charges without including it in your "monthly charge". (Just like they charge you separately for the DTA and the remote.)
