There are a lot of forces in play here. I would like to know more about the background of Mr. Clara in order to make a logical evaluation of this issue.

Micheal clara is there every time to stir up trouble.
I've seen him in action when he tried to stir up a hornet's nest about a situation in our school.

If the allegations are true, go get 'em girls... Let Clara. Somebody needs to stand up.
Now, if the allegations are not true, then Clara needs to resign from the council.

There is a better way to handle things like this.
I would like to know what steps were taken previous to trying to make this a federal case.
Did the district perform an investigation? If so were these allegations investigated by an outside party? Were those complaining trouble makers? (I hope not.) Did any of them have an ax to grind?

As a board member Michael could certainly have initiated an investigation. Taking this directly to the federal government is a poor first step.
