Peter Sullivan of First Wind wants Utah to provide a PTC for his project.

Dies he realize that his boss, First Wind Chairman and CEO Paul Gaynor, is opposed to the Federal PTC? He has compared it to heroin in that renewable energy developers have become addicted to it. He has said it is a crutch they would be better off without. He has argued publicly for the elimination of the Federal PTC saying it would result in greater regulatory certainty, increased ability to plan long term, and the elimination of federal politics. (Google "Gaynor PTC" for citations.)

On the subject of PTCs I agree with Gaynor. Utah ought not contribute to First Wind's unfortunate addiction to corporate charity.

    Utah: Don't do it!
