He makes 17 million and threw around 600 passes so... around 30,000 +- 5,000 per pass attempt (if we of course neglect any other contribution he makes to the team).

Whomever has time to count the words in these documents and make the calculations just so they can complain about them is far more of a waste than anything in the documents themselves.

Are you suggesting that someone hand-counted the number of words? Isn't it significantly more likely that they allowed a word-processing program to do the word count?

Simple division doesn't take a lot of time. With a spending bill in a Word document format and a knowledge of how much it proposed spending, most people could calculate the cost per word in no time.
