Here's a few suggestions: Put ALL government workers on a 4 day 10 hr. workweek.

Have schools only meet 4 days (with longer school days) Could students do more computer tasks at home?

Have traffic lights timed for priority to trains (and buses)? This step would make transit commuting faster.

How about staggering arrival times for employers or "opening" times for businesses on a rotating basis? For instance: employees who's last names are a-j start work at 6, employees who's last names are i-p start work at 7. Or some variation of this?
Part of the reason we waste so much gas getting to work is the "gridlock" between 7-8.

Put UTA under control of UDOT (and take away those ridiculously large salaries the bosses at UTA make). This would also help facilitate the traffic lights being timed to let buses/trax have priority.

Other people can probably think of a LOT more, that would have need to be mandated by the legislature, but some of these steps would be relatively cheap to implement.
