Here is a suggestion: create the law so that student loans are dischargeable in bankruptcy. This would make educational institutions responsible for the outcome of the products their selling to students. Too many gullible students acquire non-dischargeable loans, with the encouragement & connivance of the school, and get a degree which thereafter cannot be translated into productive employment. It's a scam!
Higher education is a willing participant in this scam because they cannot lose; moreover they have no responsibility for the outcome and they are protected by ill conceived government laws and rules.

Can the people of the United States of America do anything for themselves?

This dependency on the feds, is decaying, a bankrupt country.
