I didn't even know there was an MTC in Ghana. Definitely I think it's better to be trained in the region where one will be serving, or some place similar to it. That way the culture shock is reduced somewhat before missionaries actually have to start preaching the Gospel. This is especially important for those who grow up inside of the cultural Mormon "bubble" where they are sheltered from all of the harsh realities of the outside world all their lives. Missionary work can unfortunately sometimes be a traumatic and testimony-destroying experience for such people.
