Bound to happen sooner or later. Don't know how this states education system thinks they are able to establish any kind of trend or statistics when 25% of the students are not americans or legally under any name in the schools. Maybe its this multi AKA students the schools rely on to defraud the taxpayers for occupation head count.

What really bothering the system, is the decline means fewer federal tax dollars, a loss of funds. A decline to smaller class sizes is not good governemnt education. The declines helps the teachers and taxpayers but its a financial disaster for the schools and why teachers will never see class sizes under 40 students.
