Work on the canal will require funding from somewhere. There are those that regard such activity as 'socialism' and are actively against it. Would the 'General Welfare' clause of the Constitution as used during the last 100 years satisfy some of them?

@ DVD- Repairs are a legitimate expense for the users and beneficiaries of the canal.

That means local or state money. Not federal tax dollars confiscated from someone in another state, laundered through a huge federal bureaucracy (siphoning off $$$ in the process), and burdened by all sorts of federal specifications, requirements, mandates and reporting.

If WE need it, WE can figure out how to pay for it, build it and maintain it. If we cannot figure out how to make this local/state project work within what we can afford to pay, then we need to figure out how to do without it.
