When you talk of volunteers it implies free labor on a part time basis. So when you are volunteering after hours or on your own time when does it become overtime? Voluteers are always overtime and free, or are they paid as overtime workers?

Either the news media is screwed up trying to glorify paid employees or have no concept of skills and the meaning of volunteers. But you can't be overtime as volunteers or the government is misleading the public about its affluent funding lies. Either way this service cost the tax payers millions of dollars a year with full time employees in an on call job.
